It is a time of war.
There is no other way to phrase it; no downplaying, no niceities, just cold, simple bloody war. Assassins roam the streets of cities and towns, gangs of bandits travel the countryside, cutting down all who stand in their way. Sovreign armed forces play much the same role, except with the official seal of approval from the ruling council.
Not that there is much of a ruling council any longer - not in these days. They are more likened to a pack of whimpering dogs, begging at the feet of the man pulling the strings.
Lord Raiden was a mere council member; head of the army, before he took control of everything. It was too easy for him to organise a coup d'etat - the soldiers would listen to their leader, not the Speaker of the Hall. After three days of vicious fighting, the land was subjugated. Lords of high standing who were troublesome were dealt with accordingly. It didn't take long for the others to bend to his will.
And then the persecution began. Magic-users, whether authentic or simple pretenders, were brought to trial and executed. There was no other option; the trial was only a farce, a reading of the crimes and the verdict. No evidence, no defence. No way out. The streets ran red, ran rainbows with the colour of their blood.
Now, they are fugitives. Hiding amongst common people; subjected to the brutality with them, sharing their companionships, but also risking their lives should they be discovered. Because although they would be arrested, those harbouring them would be slaughtered without mercy.
Others, too scared or not wanting to catch others in the crossfire, flee to the outer reaches of the country. The mountains, the seas, the caves.
Out there, at the edges of the world, resistance brews.
